Yodogawa is a burly man with a square jawline, pronounced nose and big lips with a mustache and a small beard under his bottom lip. As a member of the 7th Division, he wears the standard uniform and cap as well as a heavy coat.
Not much is known about Yodogawa's personality, however he is submissive to blackmail as Tsurumi was able to put him in a position where he doesn't dare act against him. It is implied that he does not care about the lives of his men as he was well aware that a frontal assault upon 203 Hill would be a tragic folly.
Yodogawa is one of the senior officers of the 7th Division and as an intelligence officer he was in charge of the 203 Hill battle, in which Tsurumi fought in. He knew that a frontal assault upon 203 Hill would be a tragic folly, and yet still commanded his soldier to march in. In an effort to protect the lives of his men, Tsurumi repeatedly pointed out the flaws in his operation but he took no action. As a result, Tsurumi knew all about Yodogawa's failures, and has put him in a position where he doesn't dare act against him.
Yodogawa is currently residing in Asahikawa, where the 7th Division headquarters is based in. When Yoshitake Shiraishi suggested that they covertly report Tsurumi's actions to the 7th Division, Genjirou Tanigaki replies that they shouldn't do that since he is a supporter of Tsurumi.
